Scaleup Europe Fund Readies First Late Stage Deep Tech Investments

Hellerup: The Scaleup Europe Fund is preparing to make its first investments this autumn, turning a flagship pledge from the European Commission into real money for fast-growing technology companies. The fund targets €5 billion, and EQT acts as its investment manager.

The Commission presented the Scaleup Europe Fund at the European Innovation Council Summit in Brussels on 3 June and completed the final legal steps to establish it on 4 August. Investors describe a hard cap of between €6 billion and €7 billion if demand is strong. Commission President Ursula von der Leyen announced the idea in her 2025 State of the Union speech and has framed it as a way to keep European scaleups from leaving for foreign capital.

EQT won the mandate in an open competitive process, and the fund’s backers say the manager chose from 27 eligible managers. EQT decides on investments independently and on market terms. Private founding investors include Novo Holdings, which committed €500 million, alongside EIFO, CriteriaCaixa, Santander and Mouro Capital, Fondazione Compagnia di San Paolo, Intesa Sanpaolo, Fondazione Cariplo, APG on behalf of ABP, Wallenberg Investments and Allianz. The Commission is also a cornerstone investor, and an industry guide puts its contribution at €1 billion from the European Innovation Council part of Horizon Europe.

The Scaleup Europe Fund strategy focuses on growth-stage and pre-IPO companies in critical technologies. Novo Holdings describes three themes, covering digital and intelligent systems, physical systems, and human and planetary health. The Commission points to artificial intelligence, quantum, biotechnology and clean technologies as priority areas.

Deal size sets the Scaleup Europe Fund apart from earlier public programmes. Typical investments are expected to be €100 million or more, including follow-on rounds, mostly as direct equity with the ambition of holding substantial minority stakes and board seats. That ticket size answers a long-standing complaint that European scaleups must look to American or Asian investors when they need a large round.

Timing remains the open question. Novo Holdings said in June that first investments were expected from autumn 2026, and the Commission has said the Scaleup Europe Fund would invest within weeks of its August launch. Reports have linked a Franco-German space technology deal to the fund, but no first investment has been confirmed. The Commission also scheduled an online information session on the fund for Wednesday 4 November, aimed at companies and investors.

For policymakers the fund is a test of a new model. Instead of grants, which dominate Horizon Europe, it asks public and private money to take equity risk side by side under a professional manager. If the Scaleup Europe Fund closes strong first deals, it could shape negotiations on the next research budget and the debate about how Europe finances its companies after the venture stage. If deals slip into next year, critics will argue that Europe still struggles to turn announcements into capital.
