Helsinki: Since Finland and Poland agreed in December 2025 to jointly lead what is now called Eastern Flank Watch, the project has acquired the kind of shorthand that tends to outrun the substance behind it. Drone wall suggests a continuous physical barrier; what is actually being assembled is a layered network of sensors, radars, electronic-warfare systems and interceptor capabilities stretching from the Baltic Sea down through Poland, intended to detect and, where necessary, neutralise drones and other aerial intrusions along the eastern frontier shared by NATO and the European Union.
The European Drone Defence Initiative, or EDDI, sits inside this broader effort and inside the Commission’s Readiness Roadmap 2030. Its own timeline is staged: an initial operational capacity by the end of 2026, with full functionality targeted for the end of 2027, while Eastern Flank Watch as a whole, spanning the Baltic states, Poland, Finland, Sweden and Norway, is not expected to be fully functional until the end of 2028. Funding flows partly through the European Defence Industry Programme, which allocates €1.5 billion between 2026 and 2027 toward procurement cooperation, manufacturing capacity and closing production gaps identified in member states’ defence industries.
The policy logic is straightforward enough: a wave of unexplained drone incursions into Baltic and Polish airspace through 2024 and 2025 exposed how poorly equipped most European states were to detect, let alone respond to, small low-cost aerial vehicles, a gap that conventional air defence, built around intercepting fighter jets and missiles, was never designed to close. What is less straightforward is everything downstream of that diagnosis.
The first complication is institutional. Norway is not an EU member, yet sits inside the geography the drone wall is meant to cover, raising questions about which EU funding instruments, built around member-state eligibility, can legally support its participation, and on what terms. Sweden and Finland, both having joined NATO since 2023 but with different procurement traditions and defence-industrial bases than the EU’s larger states, add a further layer of coordination that the European Defence Agency and EU Military Staff are only now working through, with a classified annual capability assessment due to feed into an October report to the European Council.
The second complication is procurement politics. In May 2026, the Dutch Ministry of Defence awarded a counter-drone contract to Anduril, the American defence technology company, alongside European suppliers, a decision that illustrates the tension between the buy European instincts embedded in the EU’s defence-industrial strategy and the operational reality that some of the most mature counter-drone systems on the market are American. A genuinely interoperable Eastern Flank network will need common standards regardless of vendor origin, and standard-setting across a dozen-plus armed forces with different existing equipment has historically been one of the slower parts of any European defence initiative.
The third, and perhaps most consequential, complication is conceptual. A wall, however networked and software-defined, implies a line that threats either cross or do not. But the incidents that prompted this entire programme, drones of uncertain origin appearing over airports, military installations and even parliament buildings, were as much about ambiguity and deniability as about airspace violation. Hybrid threats, including sabotage, cyber intrusions and disinformation, do not queue up at a perimeter. Whether a multi-billion-euro sensor-and-interceptor network changes the calculus for actors who have so far operated successfully in that grey zone is a question the architecture itself cannot answer.
What can be tracked in the meantime is whether the staged timeline holds. An initial capacity milestone at the end of 2026 is now less than six months away, and will be the first real test of whether Eastern Flank Watch’s institutional coordination can move as fast as the threat assessments suggest it needs to.
