Nicosia: With EU Space Days opening on 26 May 2026 in the Cypriot capital, the European Commission’s 90.97 million euro Horizon Europe Space Research call for 2026 has moved from a technical procurement notice into the political centre of an unusually crowded space policy agenda. The call, managed by the European Health and Digital Executive Agency under Cluster 4 of the framework programme, invites proposals across eight topics that span access to space, satellite applications, space science and the development of technologies the Commission has categorised as critical, and it lands at a moment when the Council has reframed civilian and dual-use space capability as a sovereignty file rather than an industrial one.
The headline figure of just under ninety-one million euros is modest against the EUSPA budget and trivial against national defence space programmes in France and Germany, but the topic architecture tells a sharper story. Five of the eight topics route funding into what the Cluster 4 work programme labels non-dependence technologies, a designation that the Commission introduced in the previous biennial cycle and that excludes participation by entities under control of non-associated third countries. The list of restricted technologies has grown across each Horizon Europe revision, and the 2026 to 2027 programme adds advanced satellite payload electronics, secure on-board data handling and select propulsion subsystems to a list that already included radiation-hardened components and high-precision atomic clocks.
Two structural changes in this call deserve attention. The first is the inclusion of two topics that directly support the IRIS Squared constellation, the EU’s secure connectivity infrastructure under the Public-Private Partnership signed in late 2024. The funding is small compared with the constellation’s own envelope, but the topics target the ground segment and the user terminal supply chain, which has been the weakest section of the IRIS Squared critical path according to the Court of Auditors’ February assessment. The second is a topic on quantum communications space-based demonstration, which provides the first direct funding bridge between the Commission’s quantum strategy and EUSPA’s deployment roadmap for the EuroQCI initiative.
What makes the timing political is the carve-out from Chinese participation that took effect across most of Horizon Europe at the start of 2026. The space cluster is the most rigorously closed of the Cluster 4 lines, and the boundary between continued scientific cooperation and excluded industrial cooperation is being negotiated topic by topic. The Sino-European magnetosphere mission scheduled to launch later in 2026 is the visible exception that policymakers cite when defending the porosity of the regime, but the operational reality for proposers is that consortia which previously assumed access to Chinese subsystems must now demonstrate alternative supply paths inside the European Economic Area or the associated countries.
The Cypriot Presidency has used the run-up to Space Days to push Member States toward a more explicit reading of how Horizon Europe space funding should interlock with the EU Space Act, the draft regulation that received its progress report from the Council on 8 May and that returns to the Competitiveness Council on 29 May. The Council’s working group on space has tabled an amendment that would require the Commission to track the share of Horizon Europe space awards going to suppliers established in Member States that the act will define as national space authorities, a proposal that France and Germany are reportedly resisting on competition grounds. Whether that amendment survives the Cypriot text will not be known before September, but the funding call already signals the direction of travel.
For applicants, the practical constraints have hardened. The non-dependence criteria require declarations from every consortium member and from any subcontractor above a defined value threshold, with documentation pushed back to suppliers of components rather than only to system integrators. The Commission’s evaluation panels have flagged in earlier rounds that consortia which underestimate the documentary burden often see their evaluation scores reduced under the impact and implementation criteria. Universities and research-technology organisations, which captured roughly forty-two percent of the 2024 awards in the same cluster, are likely to remain the dominant proposer category, but the topic mix in 2026 favours industry-led consortia, particularly in the IRIS Squared ground segment topics.
The deeper signal from the call is what it does not fund. The eight topics avoid launch services entirely, in keeping with the Commission’s view that launch is a separate procurement competence handled by Member States and by the European Space Agency under its Ariane and Vega arrangements. Earth observation receives a single targeted topic on next-generation Copernicus payloads, reflecting the saturation of that programme’s industrial base. The geographic distribution of awards will be the test against which the Commission’s industrial cohesion arguments are measured when EU Space Days closes on 27 May and the conversation turns to the autumn legislative calendar.
