Defence Equity Facility Steers Venture Money Toward Dual Use Start-Ups

Esch-sur-Alzette: The InvestEU Defence Equity Facility offers the clearest example of how EU money can pull private capital into defence start-ups, a theme at the Defence Investment Forum in Luxembourg on 14 October 2026. The day-long event asked how private and public investors can finance Europe’s next generation of defence and dual-use capabilities. It gave Brussels a stage to explain the funding tools it has built for that purpose.

The forum ran at Luxexpo The Box as part of Luxembourg Venture Days, under the theme “From angels to institutions: a cross-capital investment opportunity for defence”. Guillaume de la Brosse, the Commission’s head of unit for defence policy and innovation, gave a keynote on Commission support and defence funding instruments. The previous edition of Luxembourg Venture Days drew about 3,400 participants, more than 500 investors and 110 venture capital funds.

The facility itself is small by defence standards. It holds €175 million, co-financed by the European Defence Fund, a €7.3 billion EU programme, and by the European Investment Fund, and the EIF expects it to unlock more than €500 million for European companies. In practice, the EIF commits money to venture funds, and those funds then back young firms.

On 4 March 2026, at the EIB Group Forum in Luxembourg, the EIF used the Defence Equity Facility to commit €50 million to Join Capital’s third fund. It was the EIF’s largest defence commitment to date. The fund targets €235 million and plans to back 25 early-stage start-ups in deeptech and dual-use fields such as defence, security and space.

Backers framed the Defence Equity Facility as a readiness tool. Marjut Falkstedt, the EIF’s chief executive, said the investment could not come at a better time. Commissioner Andrius Kubilius said innovation and disruptive technologies are crucial for the EU’s defence readiness. Jan Borgstädt of Join Capital said that investments in dual-use technologies have a doubling effect.

Join Capital is a pan-European early-stage investor with offices in Berlin, London and Milan. Since 2017 it has backed 36 companies and realised five exits, and its second fund holds more than €150 million. Its investors include the NATO Innovation Fund, Isomer Capital, KfW Capital and CDP.

The Defence Equity Facility shows how the Union tries to stretch scarce public money. Whether it works depends on how many funds follow Join Capital and how quickly start-ups turn prototypes into contracts. Readiness plans need both capital and technology, and the Defence Equity Facility tests whether European venture investors will supply the first.
