Prague: In the Czech capital, home to the European Union agency that keeps Galileo’s navigation signals flowing, officials are preparing for a new chapter in how Europe governs the sky above it. The proposed EU Space Act sets out to bring safety, resilience and sustainability to an orbital environment growing more crowded by the month, with thousands of active satellites now circling the planet and the risk of collision and debris climbing alongside them. Where national rules once varied from one member state to the next, the Act aims to create a single European framework covering how spacecraft are authorised, tracked and eventually retired.
Running in parallel is a proposal to give the agency itself a firmer footing. The Commission wants to establish a standalone founding act for the body based here, renaming it and widening its remit to match responsibilities that have expanded well beyond its original design. Today it manages the Galileo satellite navigation system and the EGNOS augmentation service, oversees the security of the Union’s space infrastructure, and is taking on a growing role in the bloc’s newest flagship, the IRIS2 secure connectivity constellation. That project, budgeted at 10.6 billion euros, envisions a fleet of roughly 300 satellites in low and medium orbit, with development running to 2028 and full services expected by 2030.
The legislation has not been without controversy. Legal scholars have questioned a national security clause in the draft, arguing it could hand governments broad discretion in ways that sit awkwardly with the single market the Act otherwise promotes. Others have focused on the law’s reach beyond Europe’s borders, since operators based outside the Union that offer services within it could find themselves subject to European rules, an extraterritorial ambition that echoes the bloc’s approach in digital regulation. Industry groups warn that smaller operators and startups, the very firms Europe hopes will help it close the gap with American launch and satellite giants, could struggle under compliance costs designed with larger players in mind.
Supporters counter that the absence of common rules is itself a danger. Space is a shared resource, and a single derelict satellite or cloud of fragments can threaten the assets of every nation that depends on orbit for navigation, communications, weather forecasting and defence. Without agreed standards for tracking objects and safely disposing of them at the end of their lives, they argue, the congestion will only worsen, and the economic value locked in Europe’s space programmes will grow more vulnerable.
The measure now faces negotiation between Parliament and the Council, where the balance between security prerogatives, industrial competitiveness and environmental stewardship of orbit will be fought over line by line. For the engineers and analysts working in Prague, the outcome will determine not only how Europe protects its own satellites, but whether it can set standards the rest of the spacefaring world chooses to follow.
