Brussels: Water has quietly become one of the European Union’s hardest policy problems, because it fails in two opposite directions at once. The same continent that watched rivers run dry through successive summers also keeps absorbing destructive floods, and both extremes are intensifying. The European Water Resilience Strategy, adopted in June 2025, is the bloc’s attempt to treat that volatility as a single challenge rather than a series of seasonal emergencies, and 2026 is the year its abstract goals start meeting concrete law.
The strategy rests on three objectives: protecting and restoring the water cycle from source to sea, building what the Commission calls a water-smart economy, and guaranteeing access to clean water and sanitation. Its headline target is a 10 percent improvement in water efficiency across the EU by 2030, a deceptively modest figure given how unevenly water is priced, measured and wasted between member states. Agriculture, industry and ageing urban networks all leak in different ways, and a single percentage target hides enormous variation in who must change.
The most tangible move came in May 2026, when a directive revising the lists of regulated pollutants in surface water and groundwater entered into force. It pulls three pillars of EU water law, the Water Framework Directive, the Environmental Quality Standards Directive and the Groundwater Directive, into alignment, and crucially it brings PFAS, the so-called forever chemicals that persist in the environment and the human body, more firmly into the regulated sphere. Member states have until 22 December 2027 to transpose the changes, which means the real work of monitoring and clean-up is only beginning.
Around the legislation, the Commission is assembling the softer machinery of implementation. A Water Resilience Forum, meant to convene every two years, is expected to hold its first full meeting in the third quarter of 2026 to shape a multi-year work programme, and a dedicated research and innovation strategy for water is due by the end of the year. The stated logic is that governance, financing, digital monitoring and preparedness have to advance together, because a pollutant limit is only as good as the system that detects breaches and the money available to remedy them.
That is also where scepticism sets in. Strategies and forums are easy to announce and hard to enforce, and the EU’s water rules have long suffered from a gap between ambition in Brussels and delivery in capitals. Tackling PFAS in particular will be expensive, technically demanding and politically contested, given how widely the chemicals are used and how powerful the industries that produce them remain. The 2027 transposition deadline leaves ample room for delay, and the strategy’s success depends on its alignment with a broader climate-resilience framework that the Commission has yet to deliver.
Defenders of the approach counter that water is precisely the kind of slow-moving, cross-border risk that benefits from a long planning horizon. Aquifers and river basins do not respect national boundaries, droughts in one region raise food and energy costs across the single market, and floods impose bills that dwarf the cost of prevention. Setting common pollutant standards and efficiency targets now, the argument runs, is cheaper than paying for repeated disasters later.
The honest assessment is that the EU has built a credible framework and an incomplete delivery plan. The pollutant directive gives the strategy legal teeth; the forum and research agenda give it direction. What remains unproven is enforcement, financing and the political will to hold the line when the costs land on farmers, utilities and chemical producers. Europe has decided, on paper, to treat water as a strategic resource rather than an assumed one. The coming years will show whether that decision survives contact with the drought, the flood and the cleanup bill.
