Canberra: The Australia-European Union Free Trade Agreement concluded in March 2026 has begun to reshape strategic conversations on both sides of the Indian Ocean. Eight years of negotiations, two abortive sprints in 2023 and 2024, and a final political push under heightened pressure from Washington’s tariff escalation produced a deal that both Brussels and Canberra describe as a generational realignment of supply-chain geography.
The headline commercial figures are familiar. The agreement removes more than 99 per cent of European tariffs on Australian exports, including a longstanding wedge issue around beef and sheep meat quota access. Canberra in turn drops its tariffs on European industrial goods, with the Commission projecting EU exports to Australia to grow by up to a third over the next decade. Estimated annual savings for European exporters approach €1 billion, while Australian Treasury modelling indicates an A$10 billion uplift to the Australian economy each year.
Yet the strategic core of the agreement sits in the chapters on critical minerals, hydrogen and downstream processing. Australian lithium spodumene, antimony, tungsten, rare earths and nickel sulphates will enter the European market tariff-free. Hydrogen and derivative ammonia products receive equivalent treatment, supporting Brussels’ ambition to convert the EU into a major importer of green hydrogen from like-minded suppliers. The Strategic Partnership on Sustainable Critical Minerals, originally agreed in 2024, has been elevated into a treaty-anchored architecture with binding cooperation on standards, supply-chain transparency and investment promotion.
The driver is shared concern about concentrated Chinese control over processing capacity. Chinese refineries currently account for around ninety per cent of rare-earth separation, seventy per cent of refined lithium, and the bulk of gallium and germanium processing. The 2024 and 2025 cycles of Chinese export controls demonstrated, with little ambiguity, that this market structure is now an instrument of statecraft. Brussels and Canberra are not under any illusion that the new agreement removes that vulnerability. They are betting, instead, that it begins to build an alternative.
The challenge is that the alternative is not yet operational. Australia mines roughly half the world’s lithium but processes a small fraction of it domestically. Building refineries, separation facilities and battery-precursor plants requires capital, technical workforce, energy infrastructure and time horizons measured in five-to-ten year increments. The EU’s Critical Raw Materials Act sets non-binding targets for sourcing diversification by 2030, and the agreement provides a framework — not a finished mechanism — for hitting them. European industrial users will continue to depend on Chinese processed inputs for the better part of the decade.
The geopolitical optics are nonetheless significant. The Albanese government has framed the agreement as evidence that Western middle powers can hedge effectively against simultaneous economic shocks from Washington and Beijing. Brussels has positioned the deal as a demonstration that EU trade policy retains agency in a tariff-distorted world. The deal also strengthens an emerging Indo-Pacific coalition: parallel agreements with Japan, Korea, New Zealand and Singapore form a lattice of like-minded trade and security relationships that increasingly look coordinated.
For Australian industry, the next two years will determine whether the agreement translates into investment decisions. European miners, refiners and battery manufacturers have signalled interest in Australian downstream projects, but commitments will depend on the Commission’s pace in implementing complementary instruments under the Industrial Accelerator Act. The agreement opened the door. Whether capital walks through it remains an open question.
