Rotterdam: The EU Methane Regulation moves from paper to practice this spring as the bloc’s gas importers face their first reporting cycle under the rules that took effect last August. From January 2027, equivalency requirements will tie market access to monitoring standards in producer states, a fact that has already begun to reorder procurement strategies across the LNG terminals that line the Maas estuary.
The regulation, formally Regulation (EU) 2024/1787, sets out a three-stage compliance path. Operators in the upstream, midstream and coal sectors must first measure and report their methane emissions to a tightening template developed jointly with the Oil and Gas Methane Partnership 2.0. From January 2025 reporting moved from voluntary surveys to verified statements; from 2027 producers selling into the Union must show that their leak detection and repair regimes match the Union baseline; from 2030 a maximum methane intensity value will apply to imported molecules.
The political economy of this trajectory is unusually candid. Methane is a short-lived but extraordinarily potent greenhouse gas, with a warming effect over twenty years between eighty and eighty-five times that of carbon dioxide on a mass basis. Roughly forty percent of European supply now arrives as liquefied natural gas, and most of that volume originates outside the Union. A regulation that affected only domestic flaring would have been climatically immaterial. By reaching across borders, the legislators tried to convert the Union’s import market power into upstream behaviour change.
Industry response has been mixed. Major North American exporters have invested heavily in measurement infrastructure and certify their cargoes through third-party schemes such as MiQ, which is in the process of being assessed against the regulation’s monitoring grade thresholds. Smaller suppliers, especially those routing pipeline gas through North African and Caspian corridors, lag behind. The Commission’s draft implementing act on methodologies, expected in the third quarter, will determine how lenient or strict the equivalency comparison ultimately is.
What is striking about the file is the lack of a recognised global benchmark. The International Energy Agency’s methane tracker offers global estimates but national inventories diverge sharply, often by an order of magnitude. Policymakers have accepted that imperfect data is preferable to delayed action, but the implementing acts will need to provide certainty for trading houses, regulators and verifier bodies alike.
A second open question concerns enforcement. National competent authorities in fifteen Member States have yet to designate a lead regulator, and the European Union Agency for the Cooperation of Energy Regulators has signalled that staffing constraints will limit early supervisory ambition. Member states with substantial domestic production, notably Romania and Italy, will face the steepest implementation burdens.
The Methane Regulation is the closest the Union has come to a fully extraterritorial climate measure outside the carbon border adjustment. The lesson from CBAM is that the design phase often determines whether the instrument bites or buckles. Operators that have already invested in continuous measurement infrastructure are likely to win procurement contracts; laggards will face a quiet exclusion from European demand. With 2027 less than twenty months away, the calibration of the implementing acts becomes the next decisive test.
