Paperless VAT Nears as Europe Locks In an E-Invoicing Standard

Lyon: The paper invoice is running out of time in Europe, and a technical decision taken this spring has quietly set the terms of its retirement. European standards body CEN released an updated e-invoicing standard in March, reworking the common format so that tax authorities and businesses across the Union can read the same machine-generated invoice the same way.

The move is the scaffolding for VAT in the Digital Age, the reform package the Union adopted last year to drag its value-added tax system into a world of real-time data. The plan replaces the slow, fraud-prone habit of self-reported summaries with structured invoices that flow directly between traders and, eventually, to the taxman. Officials estimate VAT fraud drains tens of billions from national treasuries every year.

France is moving faster than most. From September, large and medium French companies must be able to receive electronic invoices in the new format, a national deadline that arrives well before the Union-wide obligation. Businesses in Lyon and beyond are scrambling to connect their accounting software to certified platforms before the switch flips.

The full timetable stretches years ahead. Cross-border business-to-business transactions across the Union will fall under mandatory e-invoicing and digital reporting from July 2030, and from that date the electronic invoice becomes the default rather than the exception. A published 2026 work programme sets out the intermediate steps the Commission expects members to hit along the way, from extended one-stop-shop registration to new rules for platform economy operators.

For tax authorities the appeal is obvious. When an invoice is issued, the data can reach the revenue service almost immediately, closing the window in which missing-trader fraudsters vanish with unpaid VAT. Holding a valid electronic invoice will even become a condition for reclaiming the tax, tying compliance tightly to the paperwork.

Businesses are less uniformly enthusiastic. Smaller firms worry about the cost of new software and the tangle of national rollouts arriving on different dates, from France this year to Ireland’s staged plan later in the decade. A single standard is meant to tame that fragmentation, but only if members resist the urge to bolt on local quirks.

The Commission frames the shift as modernisation that pays for itself, promising less fraud, faster refunds and fewer hours lost to manual filing. The detail lives on its VAT in the Digital Age pages. For the accountant in Lyon staring at a September deadline, the abstraction is already concrete, and the paper invoice already feels like a relic.
